Alcohol in this country is legal. What people choose to do with it is their business and theirs alone (drinking and driving notwithstanding).
You cannot really extend that to the Indians. Alcohol has a very negative effect on the Indians. That is why many reservations and Indian towns ban it. Indians tend to get addicted to alcohol very easily and often it makes them very ill. They tend to die of alcohol poisoning and liver failure at high rates. And it makes them behave recklessly as well. That is why we had laws against selling liquor to Indians for many years.

Sure you can extend it to Indians unless you assume they are incapable of making the very logical decision to not drink alcohol.
Many Indians are like children. Many people have gotten into trouble with alcohol in their lives. Toughen up, stop being a screw up, and stop whining like most non-Indians.

The last thing you should ever provide to the Indians is alcohol.
Lewis and Clark, in their journals specifically mentioned meeting a tribe that REFUSED to drink alchohol because "it made them act the fool."
