If not for the problems in the Mid East and Africa, I think it could be argued that we are in an unprecedented era of peacefulness. There are some pretty big areas of the globe that have not seen any combat for 2/3rds of a century or more. Take away the war on drugs and it would be even moreso an era of amazing peacefulness.

So, basically the world is not at peace.
Russia & Chechnya - Russia & Georgia - Russia and Ukraine...
Don't leave out cold wars... the Koreas, India & Pakistan, China and ALL it's neighbors that would like to be independent of them.
Oh! and the ever so famous Israel & Palestine/Syria/Lebanon.

South American: Venezuela and Colombia, Argentina & Great Britain (Falkland islands dispute).
Winning a war does bring peace. As long as the winner is a country that WANTS peace, such as the United States.
If Iran, Saddam Hussein, the Taliban militants, Hamas etc. win, it will not bring peace.
