President is correct, though. If he wins the election, he would have more flexibility, since at that point there's really nothing that can be done about... whatever he decides he wants to do. I still don't think that it's correct for him to assume that he will win, however, as that is indeed arrogance (no matter how stupid the GOP candidates look at this time, nothing is guaranteed).
