I think Barney Frank is intelligent, but my impression is that he doesn't think before he speaks. He might be better off doing a little more thinking and a little less speaking.
Sounds like Frank and Biden have something in common saying" unnecessary things".
I usually find Biden's indiscriminate comments to be amusing. There's a certain charm to his oafishness. Unfortunately, I can't say the same about Frank.
