I put my dog in the bed of my truck to keep the cab clean. It looks like an added benefit is not worrying about a projectile in the cab.
I hope you have him secured...My neighbor used to do that until one day the dog fell out and was run over by the car following...The dog recovered but walks with an awful limp, and his owner is out over $2,000.
I have always belted my dogs in while in the car. It's for their safety, and mine.
If you own an animal you are responsible for their well being. A law sounds dumb to me.
Dogs shouldn't be riding in cars unsecured in the first place. Everybody is all worried about cell phones and distracted drivers but has no problem with folks buzzing around with their mutt on their lap sticking his head out the window. I guess the media tells us all cell phones are the problem though so it must be so.
Ah yes. Nothing like living in a state with a "conservative," Republican Governor, is there? Especially one who's been touted as Presidential material.

How do you put a seatbelt on a dog? Our dogs wouldn't think of sitting in one place long enough to have a seatbelt on. One minute they stick their head out of the passenger side back window, then they switch places and stick it out the other window. I don't really understand this law, why it's needed, or how you even accomplish it.

There are special leash attachments that secure into an existing seat belt clasp. Or you can wrap the leash around the headrest of the seat, and attach it to a body harness.
just strap ole pooch to the top of your car like good ole Willard did for 9 hours.
