You do understand that Obama has absolutely ZERO Constitutional authority to pay for teachers, police officers and fire fighters.

Prove me wrong using the Constitution.

That is easy.

First, Presidents do not spend. Congress spends. See Article I, Section 7, Clause 1 of the US Constitution.

Second, Congress can (and has) levy taxes for the purpose of providing States with additional funds for law enforcement. See Article I, Section 8, Clauses 1 and 18 of the US Constitution.
