Yeah, he does that a lot. Most people tend to use time/space fillers while thinking on their feet. However, it's not a good habit for a politician. We really notice it with Obama because he followed two Presidents who didn't have the habit. Clinton never did it because he was a master extemporaneous speaker. Bush never did it because he never spent any time thinking.
