Sadly, you can't implement remedial actions if you have no money. Article said they were $11 million in the hole.
They need to revisit those core classes in K-5 if that many kids are failing further down the line in high school.

K-5 gives you the foundation skills.

100 years ago the schools were able to teach kids to read by the 3rd grade and didn't need billions of dollars and $100,000 a year teachers and iPads for every student.

Really how hard is it to teach a kid to read?

And it is also the parents' fault. If a parent simply reads to a child, provides a few cheap books, even reads off the cereal box to them, the child will learn to read. Many children learn to read by age 4 without ever stepping foot into a school.

We used a boxed-set curriculum with our children [It is one of the two curriculum published for the Amish/Mennonites. The curriculum we chose is 'CLE' Christian Light Education].

First grade focuses exclusively on reading. Alphabet, sounds, phonics, putting words together.

After the first grade all students can read.

The second grade begins to introduce all other topics: math, science, grammar, history, etc.

The teacher [or parent] spends a lot more time with a first grade student per day; then with students in the 2nd grade through 12th grade range. As those other student's text books are all written with that assumption. Each grade-level continues to build vocabulary.

Each grade-level boxed-set of textbooks, form a complete curriculum for a student, run around $150 per grade-level. Each grade-level boxed-set can be used over and over for other children the following years.

We homeschooled five children using CLE.
