My question is this. Why did it take so long for someone to realize this needed to be done?
Well, at least one president finally decided to block this blatant misuse of funds.
How timely and convenient. His administration didn't know this was going on 4 years ago? Well that sure will be a lesson to those Native American Indians who are squandering away the food stamps (in the slot machines?) I bet there will be a sigh of relief that beer can still be purchased in the supermarket.

Just as timely as the $20,000 bump to teachers with his new plan to reward those that meet the criteria.

Can only wonder what other things he is going to discover as it gets closer to the time for citizens to place their vote.

It was timely since Bush and Republicans let this fiasco continue for 8 years. It is unfortunate that Republicans had to wait until a socialist, Kenyan born President to take action.

I always thought there should be tighter restrictions on what can be purchased under "Food Stamp" programs and you should NEVER be allowed to cash out those funds.
Back when there were coupons(like Monopoly money), people would sell them, the usual exchange rate was $.50:$1.00, States went to the card to reduce this area of fraud.

The problem is -- welfare recipients are still being given way too much -- the fact that they have so much cash to use on strippers, casinos, liquor stores, lottery tickets, tattoos, and so on is the problem. They're being given far too much money. It's time to cut out the money that's being handed these lazy people, the government shouldn't worry so much how they're spending all their free cash, it's the fact that there is way too much free cash for them to waste in the first place.

I hate this! Why does politics make everything take so long? They should conform today or to be nice, a month. We need speedy politics to get out of this mess we have today, waiting a decade to finally come up with a plan to reduce the deficit is terrible. We may already have collasped by then. And allowing welfare recipients to use what they have on these activities is ridiculous, if we're going to give out welfare do it right. Think politians, think! I'm for welfare but limit what can be done with it. This reminds me of when I see homeless people, I give them food instead of cash because you never know what they will do with the cash. Politicans should go by the same rule, I'd even apply this to financial aid for school. I'm not going to pretend, I'm enrolled in East Carolina University and the financial aid I got to spend on whatever I wanted was tremendous and yet ridiculous. If the govt wants to assist me going to school, fine, but don't give me thousands more than I truly need.

Sorry for the rant, I just despise the way our politics work.

So you get fined and head on back over to the ATM and withdraw some more free money to pay the fine. Yippee. I'll await the first person put in jail for trying to pay for a lap dance with their ATM. Hell I need to go to a strip club I guess it's been too long. The dancers have swipe cards now? Where do they keep em? lol
Translation, no matter what Obama does I will always criticize him.

How does this work, when they can get cash from an ATM and then proceed?

You do know that those cards come with 2 "sides" right? "IF" a person gets cash (TANF) and FS (SNAP) they can choose to use the SNAP to pay for food or the cash to pay for whatever.
If a person just gets SNAP then, they can only buy food, unless the store is doing something shady
