The obvious thing involved here is that our courts move very slowly and Holder only has just over 5 1/2 months left in office. It is a shame that we can't get him but he will outlast the system this time.
Sadly, you are almost certainly in error. The precedent set here is probably the case Cheney v US, in 2004. That was a very similar civil suit that claimed the energy task force chaired by Dick Cheney violated the federal advisory committee Act by holding secret meetings. The plaintiffs received a discovery order, and the defendants sought a writ of mandamus to stop enforcement. The Court of Appeals denied the writ and SCOTUS (IIRC) remanded after considering the difference between civil and criminal suits and the importance of separation of powers. If Issa was looking for records related to a criminal prosecution he might have a chance under United States v. Nixon.
But since this is a civil proceeding, the judicial branch is likely to find it a nonjudiciable political question.

When Bush tried this he lost in court. Holder will lose here.
