Who needs a budget, when you can just sign resolution, after resolution to continue to spend at insanely high rates, as if we are still in 2008, and in a state of 'national emergency?'

The federal government is currently operating under a legally binding budget. It's called the Budget Control Act of 2011. Ryan and the Republicans are just playing word games. While a "budget resolution" wasn't enacted last year it is irrelevant since the resolution is nonbinding and is just used to score political points. Why are they complaining about the lack of a nonbinding resolution when the binding law has already been enacted. If they truly don't think there is a real budget then why are the having fits about the mandatory budget cuts which are set to go into effect in January.

The Budget Control Act of 2011 is not a budget. It's a debt ceiling arrangment and a deficit reduction arrangement. It did not appropriate.

You seem to be parroting falsities fed to you by some far left, anti-Ryan website.

No, it is the budget. It sets the spending caps for all the appropriations bills. That's the definition of a budget.
