I think its sharp and appealing. It is well done, and quite humorous when you compare to the idiotic statements that seem to influence people.
Like the "Idiotic Statement" made in your post with this disgusting veiled attempt at a lesson that should be learned? When you find yourself in any situation that you have no control over it won't be so sharp, appealing or humorous.
ban mandatory use from the goverment, after all if you are too stupif to take personal responsibilty for doing it yourself, maybe you should take your head out of the sand and start living your own life and stop letting the goverment be your personal nanny.
That is just plain stupid and NOT FUNNY, I do not know how to swim and have been in a few someone pushed me in situations that I almost did NOT get out of alive.
Clearly that's your own fault. There's a 3 year old in my condo community that swims without flotation devices, actually there's a few kids below 5 who can. Seriously, learn how to swim if you've almost died more than once...
Fool me once, shame on you...fool me twice, shame on me.

No, what happens next is the person loses consciousness and the throat relaxes. Apparently you did not read the whole article.
I did read the whole article.
Do you think the person loses consciousness the instant that the throat closes. If so, hold your breath and tell me if you pass out immediately or if it takes a few minutes.
The throat closes so that more water doesn't come in. This gives the person more time to get out of the water before the person loses consciousness and the throat relaxes allowing air to come in.
I'm pretty sure they are required by law to be where they are though.
Would eliminating that requirement be the same thing as banning them?
