There are plenty of reasons to "deny visa's".....starting with the fact that we don't have enough jobs for our own citizens and we have too many children who aren't excelling in school and/or attending college. It's time to tend to tend to our own shop for a while and stop granting to visas to anyone other than tourists.
That's true, but hasn't the State Department gotten the message yet????

Personally, I would love to see these numbers dry up to a trickle.

Labeling denying visas to anyone but tourists as 'tending to our own shop' is laughable to the extreme as long as we simultaneously continue our asinine attempts to police the world.
I think four or five of the 9-11 hijackers were here on student visas too. Nobody tracks what happens to these folks. Their visa expires they disappear. Nobody seems to care.
