So the news is speculating that power could be out for weeks in areas hit by this "Noreaster" thats on its way. Should hit on Monday or Tuesday of next week. If people are without power, are they going to get out and vote?

I wish George W. Bush would keep his hurricanes under control. He always seems to create them at such inconvenient times.
I suspect minimal impact on the outcome. It could slow down tallying the votes
But could you imagine, the election comes down to New Hampshire, electoral vote wise, and one man or the other wins the popular vote. Then NH swings the opposite direction. Can you imagine the outcry for a revote?

Yep that damn hurricane machine must be back in operation again. I guess they finally got the parts forged in the bowels of Haliburton. The lever is the key component. Virginia is likely to get hit, and/or New Hampshire. both considered swing states. Even portions of Ohio may get some of this storm, although I don't think it would be that severe by that time.

So who will be affected worse: suburbanites in neighborhoods with downed tree limbs all over the place, or urban dwellers in places where power is relatively easy to restore?

So if Romney loses on electoral votes, and Half of Virginia is without power, and goes Obama, but Romney wins the popular vote, you won't scream bloody murder?
