The police riots, as the Chicago Study Team of the National Commission on the Causes and Prevention of Violence coined it, ended when the antagonist, the Chicago Police Department was replaced by the National Guard.
As for the shoot to kill order that was in reference to the Riots following the murder of Martin Luther King based upon a claim by Mayor Richard Daily during a press conference a statement he later retracted.

The National Guard came in armed with guns ready to use them. Are you suggesting these guns werent a deterent to to criminal element? There ya go avocado. In the link you provided Daleys comments were confirmed. He said it, and two days later the cities animals were under control.
Approximately 10,500 police were sent in, and by April 6, more than 6,700 Illinois National Guard troops arrived in Chicago. President Lyndon B. Johnson also sent 5,000 U.S. army troops into the city. The General in charge declared that no one was allowed to have gatherings in the riot areas, and he authorized the use of tear gas. Mayor Richard J. Daley gave police the authority "to shoot to kill any arsonist or anyone with a Molotov cocktail in his hand ... and ... to shoot to maim or cripple anyone looting any stores in our city."[5] The stores that were looted were mostly black stores in black neighborhoods. The rioters mostly targeted white-owned businesses, . Men's clothing stores were hit hard, as well as liquor, furniture, appliances and food stores. Some stores avoided being looted by writing "soul brother" on their windows to show their support for the rioters.[citation needed] It took two days for the city to be brought under control.

Actually, I remember this announcement after a devastating tornado hit Belvidere, Oak Lawn, IL in 1967:

FRED DUMKE, village president, said Oak Lawn is "in a state of terrible emergency." Eatlier the sheriff's office declared the village a disaster area and ordered outsiders to stay away.
Looters Warned.
DUMKE reported "quite a few lootings" on 95th Street in the suburb. "I know Sheriff WOODS had issued orders to shoot on sight anyone who is caught looting."
"I think it's a good ruling," DUMKE continued. "Anyone who would loot at a time like this ......." His voice trailed off as he walked into a temporary morgue in a Veterans of Foreign Wars hall.

The clashes lasted for 5 days, the police had guns, apparently guns didn't act as a deterrent.
The Mayor later backed away from his words in an address to the City Council, saying:
"It is the established policy of the police department – fully supported by this administration – that only the minimum force necessary be used by policemen in carrying out their duties."
Later that month, Daley asserted "There wasn't any shoot-to-kill order. That was a fabrication."
