I'm voting Romney, and I'd be perfectly fine with the Feds funding infrastructure in this case. My only issue is the ineffiency. When they start opening up the piggy bank all types of red tape and bueracratic crap stalls anything from getting done.

I'd be much more supportive of private insurance companies cleaning up this mess, and then whatever's left over the Feds get.

Well the train tracks going from Broad Channel to the Rockaways has to be rebuilt.
And since it was built all sorts of Fed laws came into play regarding the environment.
That's going to be one mighty expensive rebuild since it went through marsh lands and conservation land.

A local storm should be remain in the area of local government. A local government will make the best decisions on how the land would best be used. For example, if you build a structure where do you start? A permit from the local government center. Who inspects? An agent from the local county. So no everyone should not pay for the decisions of a very few.
