It's nobody's fault. When times were good the programs got funded. No one gave it a second thought.
But we don't have that money anymore. People are underemployed as we turn into a nation of part time workers.
The government is getting less revenue since people are making less money.

The cuts will have to happen and this is just the start.

These people pay 6% of their income, no matter what their utility usage is. Its called HEAP / PIPP plan.

So I'm not sure what the weather has to do with what they spend.
Good catch.

Effectively the federal government is saying that since the cost of utilities has decreased $50, Ohioans can spend that $50 on food.

Food in Ohio isn't taxable, but that $50 they were spending on utilities, or other taxable items is gone and the State will lose that in sales tax revenues (and so will the larger cities with more food stamp recipients).

It's not money running out. If the right would read the article, they might find out the reason. Since most won't, I'll post below:

Your points are right on the money. The more free stuff people get the more they want. These government programs where suppose to get people by until they could find a job and get some normalcy in their life. But that's not the case, food stamps go on forever, unemployment for 99 weeks and counting. What Obama and the Democrats have done was create a monster, that will be very difficult to stop in the coming years, no matter who the Democratic candidate is. Obama didn't win because he was doing a good job these past 4 years, the opposite is the case. He won because he was the country's very own Santa Claus. Now who would vote against this guy if they where getting all this free stuff and didn't have to work to get it??? America as we once knew it is no longer, and I don't know if we will ever see it again.

So change the aid they get for heating. Why cut food stamps because of a mild winter last year ?
What if it's colder this year. Do people eat less with milder winters ?

I don't see the connection unless food stamps are used to pay heating bills.
You have to eat whether it's hot or cold outside.

I don't agree with their logic for decreasing food stamp allowances.

Local or state government can makeup for this. That is what is goig to happen more and more as federal grants and matching funds are reduced and even some cut completely.
