Of course you can. Apprenticeship training, self training etc. I taught myself computers. Never ever had a formal class, I hold an A+, and MCP, MCSE, CNA, and CNE. I challenged each and every set of tests, after paying for them myself. The A+ was the hard one actually, I had been laid off, and was working several part time jobs to keep afloat, so the cost of the tests were a little more difficult to scrounge up the rest, taken while employed, I would save up and pay for the tests. Some require more than a couple of tests, so it took a while to get them all completed. Not much call for a Novel 3.1 CNA or CNE these days though.
The bottom line however, is I taught myself.
Congratulations. I'm really really smart at some things, but I have zero aptitude for computers, science or math. Tell me how I'm supposed to become a whizbang genius computer geek, founder of some Internet empire, or anything else that you conservatives constantly rant about? Or anyone else in this world who has no aptitude for the few current fields that pay well?

Our definition of what it means to "keep functioning" though has changed over time.
We now need more money to support that change.

"If I make more money, my food stamps will be less."
"If I make more money, my section 8 housing voucher won't be good any more, because I won't be eligible.".
"If I make more money, my child support will be reduced, my kids won't get free lunch, and I can't have any more free bus passes, I might even get kicked off of Medicaid!" Gasp!!!!
They just can't process that you will never make $20 an hour if you won't give up making $8 an hour for $10.
Reagan had the brilliant idea that welfare recipients should lose a dollar of welfare for every dollar they earned.
