It won't just be a simpler system. It will be a fairer one. People on the dole will think twice before buying splashy items or they'll leave the state. It also may attract more retirees to the state, in addition to businesses.

Yeah, look at those regressive nordic nations with their 25% sales taxes, what hope have people ever got of getting out of poverty there?

If you want a fairer system, why isn't reducing the excessive unfair taxation of rental property part of Jindal's proposal?

Its probably borne out of pragmatism. There are high rates of tax evasion for income from rented properties here in england, as much is done cash in hand. Its simply easier to administrate if you just up the property tax instead.

In the US, property taxes are usually based on a property's assessed value without consideration of rental income; i.e. if a landlord jacks up the rent $100 that does not automatically jack up the property tax.

In a minority of places, taxes ARE based on rents collected. For example, many cities and counties in Arizona have a 3% tax on top of rent, which landlords can collect as a surcharge, similar to the way consumers pay sales tax at the cash register/

thats because properties where the owner actually lives can be homesteaded where as rental properties are not eligible for homesteading. there are benefits to buying your home instead of renting it. get over it, life isnt fair and never will be.

High property taxes on rented places is just another way of keeping people without the money to buy from even accumlating any. Instead of savings they have to pay excess rent. This is the real meaning of "class warfare".
