The suburbs of Atlanta have continued the trend of breaking off into incorporated cities, mostly white, affluent, and well run. Atlanta continues to suffer from corruption and ineptitude, which is leading to the decline of the city.
A lawsuit has been filed, supported by a state legislator, attempting to prevent further "secession" of the suburbs from Atlanta, noting that the black electorate of Atlanta proper have often, "not elected the most clever or best" politicians (i.e. selecting only black leaders), thus the demise of the city.
Atlanta, like Detroit, is liberalism in action. Liberal city politics soon turns thriving communities into slums akin to those seen in Somalia.
What allows these suburbs to establish their own boundaries & government?
Big cities have been swallowing small communities since the Progressive Era and the loss of no more private property, with taxes. Cites need a bigger tax base so they annex land in gulps, each year.

You have it backwards. The responsible citizens are leaving the irresponsible ones. If you were correct, Greg, these new cities would be disasters. They are, in fact, thriving. Now how could that occur if you were correct?
If the "responsible" citizens were left in the city and the "irresponsible" ones left, we would expect Atlanta proper to be booming and the suburbs descending into chaos. The opposite is happening. I thought Detroit had more or less both the cities AND the suburbs abandoned...

The 'burbs in Detroit actually used to be nice (Gross Point). The "irresponsible citizens" to which Greg refers can, and do, also eventually migrate to the suburbs.
