The overwhelming number of seniors would be excluded from private insurance ( assuming they could afford it) because of pre-existing conditions. By law, Medicare will not pay more than a hospitals cost, including overhead equipment and salaries. Unfortunately, the law precludes Medicare from negotiating prices of prescription medications and so, the U.S. government pays more for such medications than is paid anywhere else in the world.

I can appreciate what you wrote and the information you provide... but the question was to name a SUCCESSFUL Govt program. With all due respect, I do not think you did that and your own description is actually points out several flaws.
The answer I see to that is often the military. Uh, no - the military runs itself. The government just funds the military.
Loony. The military definitely does not run itself. The DoD runs the military. Last time I checked, a civilian heads the DoD, a person who we call the Secretary of Defense. The SecDef, an executive branch official, reports directly to the President. So actually, the government does indeed run the military.
