I can appreciate what you wrote and the information you provide... but the question was to name a SUCCESSFUL Govt program. With all due respect, I do not think you did that and your own description is actually points out several flaws.

Loony. The military definitely does not run itself. The DoD runs the military. Last time I checked, a civilian heads the DoD, a person who we call the Secretary of Defense. The SecDef, an executive branch official, reports directly to the President. So actually, the government does indeed run the military.
