Actually the residents don't get a say..it's not being put up for a general vote.
It's a few select people deciding for ALL.

Seems to me that the polls showed that they were not for recent stupid laws.

In the case of Bloomberg he won his third term on the lowest voter turnout ever in NYC.
Apathy set in with voters and a minority of voters actually put him into office.

But it's not just NYC..local elections all over the US have seen dwindling numbers of voter turnouts.
My previous city had their mayor elected with a 9% voter turnout.
