Not so fast. I live in a decidedly red southern state and we have a rain tax...We've had it for years. The tax is based on the area of land you own. I am in the highest bracket and they just increased the tax by, are you ready? - 150%

That's right: Conservative red state, rain tax, tax increase of 150%.

These types stormwater fees, or rain taxes if you will, have been around for quite some time in the great liberal bastion known as North Carolina. It is not a new or even particularly liberal thing. It is about paying for flood control.
