Many people who buy things online would see an increase in the amount of tax they pay - because they previously hadn't been paying it. That is different than saying that the tax was not due. If your state charges 4% sales tax and you spend $1000 online with no sales tax collected, you are supposed to pay $40 to your state on your own. If you've been following the law, you won't notice a difference.

By making internet retailers collect state and local taxes, the burden is transferred from the taxpayer (who hasn't been doing very well with the current honor system) to the business operator. It's potentially a heck of a burden for the retailer, as they must regularly make payments to numerous states and localities based on where their customers live. For larger retailers it's probably not such a big deal as they may have it automated.

Some states don't have the tax. Also it opens up a whole new jurisdiction and category. I am amazed people do not get this. Also the retailer now has more to collect.
