Sure they could. Get a transgendered guy who surgically became a girl to marry a transgendered girl who surgically became a guy. Still biologically a man and woman getting married.

It's much more than that. Before that operation ever happens there is a long period of hormone treatment and other stuff, including intensive counseling that goes on for years.
it does not always turn out well, either. But when it does, you wouldn't know the difference, Ken, unless that gal told you. Over the years, I've met two trans-sexuals, and I can't think of either one as being male. One ended up a burly woman with big feet and the other was as cute as a button. Guess which one was married.
