I don't know the source but assuming some truth in it, much like his brothers, McCain and Graham, Putin may be just trying to stay relevant to anything.

obama will never act. you know he is all about " open dialogue" with the enemy. that is what he said in 2008. he want to be peaceful. the world knows you can smack him in the face and he will say " i deserved it"

I think it's pretty clear the people of the USA are not interested in intervening in Syria beyond certain armarment support. No troops on the ground. Little if any air support. The President has chosen the wise course, in face of demands by war mongers who have no respect for the lives which will be lost if we put troops on the ground.
