It's because there's an organization that has members of congress from implementing meaningful gun regulations. The members of this organization don't believe in any kind of gun regulation. In return, firearms are easily obtained in an second hand market or gun shows by those who have ill intentions.
Maybe that's the organization that thinks the best gun control is handing down long sentences to people using guns to commit crimes instead of engaging in feeble punitive measures against the law abiding.

The reason Trayvon Martin was allowed to get a gun is called "parental guidance". Or the lack thereof.
