People abandon their animals at the slightest whim - it's pathetic.

IF the horses are humanely killed, then I don't know what else we can do. It's the 'humanely' part that gives me pause. I've seen two many slaughterhouse videos.

No animal, horse, cow, pig deserves to needlessly suffer.

Exactly. Our track record for humane treatment in these kill factories is deplorable. That's why I seek another solution.
Didn't we used to just put a bullet to their temple, or thereabouts? The burial is the issue - expensive. Well large animals can be expensive. Have a community burial somewhere. What did the Indians do? How much wildlife could feed off of one carcass? Maybe a zoo would be interested in discards.
I'm brainstorming here.
