I'm pretty sure Democrats are trying to reduce fraud taking place by those avoiding online sales taxes.. Why arent THEY concerned with the fraud taking place in regards to phones?
You are pretty sure? Here is the thing the online purchases avoiding paying sales taxes has been going on for years. Name the prominent Democrat out pushing. Name one, this is an industry thing lead by companies like Walmart, Best Buy etc whose customers do pay sales taxes online and in stores complaining that other businesses are being given an unfair advantage.

What is about landlines phones that make it immune to fraud? There was no welfare fraud during the Reagan years? Reagan would disagree.

Their nickname is Obama Phone Dem and Repub alike. These phones were used politically to promote votes for Obama, under the false pretense that he is helping the poor.
Conservatives complain about it because it was started as a program to help people truly in need and under Obama it has blossomed into a huge waste of tax payer dollars going to people who don't actually need it.
Another way of looking at it is that it began as a program that benefitted a corporate backer.
No federal tax dollars are used to fund the program. Telecommunication companies donate funds to the Universal Service Fund. Some carriers, like Verizon, pass it on to their customers as a Universal Service Fee.
These phones are available to folk living at the poverty rate, in about 38 states.
I think the time to whine about them would have been in 1985, when it was enacted under Reagan.

I think it is a part of the problem is the war on welfare abuse. Just watch the Obamaphone video and it shows it. The woman glorifies voting Obama to continue welfare. Welfare was created for a measure to help those who cannot get basic access. However it doesn't help people get off of welfare, and just incentifies people to stay within the bounds of welfare.
