The lifeline program was enacted under the reagan administration in 1984 to provide telephone service to senior citizens and the like. Most of the abuse that was going on within the lifeline cell phone program has been cleaned up already. Just a year or 2 ago this was all over the news. The FCC wanted stricter rules for qualification and harder verification.
