Welcome to the wonderful world of unmaintained deteriorating infrastructure. Everyone wants the services and convenience but, unlike the Military Excess, nobody wants to pay for them. Exploding sidewalks are just one example.

We have a lot of work to do and I suggest we get out military out of the Middle East among other places and spent the money bringing our infrastructure up to date. Our Middle East adventures only waste our money making enemies. We have better and much more vital things to do.

Heck, this type of problem has affected large cities for years.

New York City had (and continues to have, see link below) problems with exploding manhole covers back in the 1960s (see the movie The Out of Towners with Jack Lemmon and Sandy Dennis, which has a 'funny' scene concerning this).

I doubt anyone would mind paying for infrastructure if our Governments had balanced budgets.
As stated in your post there would probably be nice surpluses that could be used toward new infrastructure.
