Translation: The US needs to transfer wealth and technology to third world nations. This is one of the fundamental parts of the agreement for these carbon treaties. These nations want money and tech if they are to mitigate carbon emissions

The mindset of CNS News is what's astonishing.

CNS was originally Conservative News Service and renamed to Cybercast News. It is owned by Media Research Center who seems to believe other news is too liberal. No surprise that they edit and headline to attract the " Right" audience.
