does this mean that if consumers keep complaining the individual mandate will be delayed as well?
The government will collect the fines from the individuals who don't buy insurance.
only from individuals expecting a tax refund. if you plan your taxes to owe at the end of the year - instead of getting a refund - there is no enforcement mechanism to collect the tax penalty.

O-care was specifically written to NOT allow garnishment to collect the tax penalty. The tax does add up cumulatively, with interest, but as long as you owe at the end of the year, they cannot collect from you plus if you file for a tax refund, they will intercept your refund but cannot d anything beyond that, e.g. if your refund is smaller than the O-care penalty you owe. If there’s no tax refund, where else can the IRS get its $95? Typically, the IRS does have a number of steps by which to recoup unpaid taxes. It can garnish your wages, for example, or, in rare cases, seize property. But with the health mandate, the law’s drafters specifically barred the agency from any of those more aggressive tactics.

Really? If this is the greatest thing since sliced bread, why are so many companies requesting waivers?
Why don't you want all those un-insured people to be covered by insurance? I thought the left were for the hard working people? I guess not....
BTW, how many will still be un-insured when this kicks in?
