Actually the history of how this occurred is worth noting. So is the approx 50% of inmates being connected to this.
I think the distinction and ramifications of decriminalizing vs legalizing are also important. Right now throughout the planet it has only been decriminalized as far as I know.

Marijuana is bad for you, that's why the government throws users in jail and gives them a criminal record.
Being locked up with violent criminals is less harmful than smoking a joint.
