Was the officer justified in his actions?

No, not based on my viewing of the video.

That woman was already under control and going NO-WHERE.

Dumb assed testosterone driven young LEO's proving their position of power.

As an LEO I had several instances where I had to ***** slap fellow officers to calm the **** down when dealing with crimminals. The partner should be sued as well in that instance for not calming the situation.

She leaned forward and yelled at the cop who then tried to take her phone. She bite and then there were punches to make her let go.
