No, it was never intended or "sold to us" as a program that would insure everyone. Right from the beginning, there was an option to opt out, and pay a penalty.

And after the Supreme Court decision that said that the Medicaid expansion under the Affordable Care Act was unconstitutional, individual states can decide whether or not to accept such Medicaid expansion. The more states that decline means that the number of people who will go without health insurance increases.

I know a lot, you seem to be lacking on the knowledge and the honesty to provide some actual facts that back up your claim.

Now, back to the portion of the 30 million who are eligable and not enrolled, not including illegals....

Why have you failed to answer that, are you going to be honest with yourself?
