I think that plan was scrapped by the Bush Admin. right alongside the "New Improved Edsel, MkII". It has no bearing in the Obama Administration. They are focused strictly on the fact that the Syrian government gassed thousands of it's own people, killing 1429. approx 470 of them were children. The Obama administration feels so strongly about it that they are willing to go it alone, without a UN mandate or assistance from our allies.
While people were being killed in Syria, and at this point its over 100,000, why didn't the US intervene earlier to stop the killings before the terrorist rebels got a foothold in Syria?

Probably thinking that getting mired in another ME Cluster Fudge was probably not in the best interests of the United States of America.
For the record, I disagree with our earlier non-involvement in Syria. If we had followed John McCain's advice and gotten invoked with rebel support early on the conflict, we would have been dealing with moderate secular Syrian rebels. Instead we created a power vacuum that radical Islam was eager to exploit and they have done exactly that.
That and the Red line BS are the two most glaring omissions in foreign policy I can pin.

Assuming Assad has used poison gas to kill over a thousand civilians is OK, but if someone wants to stop it, it is disgusting. Is that pretty much your argument?

We did follow his advice, but I don't see how that should have prevented anyone from entering or exiting the conflict.

Yes, we followed his advice. It is a fact, not a personal opinion. We have been helping the rebels for a long time (right or wrong).
Not to the degree McCain suggested. A tiny bit perhaps undercover, but that's it.
