He's only talking because someone said he has to make his case to the American people. But Obama doesn't really want to go to war. I think he's going to pin the whole thing on Congress no matter how their votes go. What he does best is avoid blame. Those egomaniacs on the Senate Foreign Relations Committee couldn't just vote yes or no. They had to own the plan by adding their own rules to it. If he takes any action and it goes badly, it will be Congress' fault. If they vote "no" and later on down the road something bad happens, Obama will say he wanted to go but Congress said not to.
I am going to give the President one piece of advice: Do not deliver your speech in front of that yellow shower curtain. It always makes it look like you are in the White House bathroom.

A punitive strike?? We are the parent and Syria is the bad little boy? By whose authority? We don't even have evidence that it was indeed the Syrian government that released the gas.. Your assertion that this is a "punitive strike" is laughable... Open your eyes for crying out loud.
