Veterans who use the VA paid for that with their service to their country just like a lot of us pay for our healthcare with cash that we work to earn. I'm a vet and I damn sure paid for my VA benefits if I ever choose to use them.
The military is an inherently socialist enterprise. The government takes money from everyone to pay the salaries and benefits. The mechanics of the funding and payments are very similar to welfare, food stamps or any other government income redistribution scheme.
If he's paying Federal INCOME taxes he has a job, I would assume that person can take care of them-self.
You know who have a hard time holding onto a job and taking care of themselves? Sick people. They also (used to) have an impossible time of getting health insurance, try as they might, once they recover.
Maintenance medication? Not without insurance.
Insurance? Not if you currently need maintenance medication. Pre-existing condition.
Job? Can't hold down a job w/o medication.
Oh, and getting a job means you're not poor enough to qualify for aid, anyway.

The linkage between "non-self" employment and health insurance is an anachronism whose demise is long, long overdue.

WHich is one of the reason the Koch-s.ckers hate it - it's less leverage for employers over their employees. Can't have that. They might get uppity.
