Also, in some areas, neighborhood gardens may be the ONLY way to get fresh produce locally, at least at a reasonable price. And even when crops get stolen from the garden, well, at least the kids who stole them are eating their vegetables.
We had this back in WWII - it was called the 'Victory Garden' movement. It actually helped quite a bit. The dirt is just laying around. With a bit of work, you can put seeds in it and coax a whole crop of vegetables out of there.
