i dont understand the technical requrements of healthcare.gov well enough, particularly the back end.
i do know that $400 million oughta buy you one hell of website.
but then, the government was paying contractors $400 / gal for gasoline in afghanistan ... per the GAO Bush wasted $2.7 billion just on overpriced contracts from Halliburton ... so this isn't exactly a new problem.
