It all depends who your immediate circle of friends and acquaintances are. If you are above 55, you probably believe that the TP has gained strength because that's what you see in the people around you.
If you are younger than that (and the younger you are, the more you will have this impression), then the TP usually comes across as a bunch of lost souls holding on to ideals of the past. I use this wording on purpose because there tends to be a sense of derision in such estimations. In other words, you'll see the movement as increasingly irrelevant and often, as rather offensive and out of touch with the demands of today's world.
I live in the South in a community that is just a few years short of being an official retirement community (majority elderly residents) and even here, the TP is increasingly ostracized. For municipal elections, TP-association in the last few years was a good thing. The last election cycle around here made overt TP-association a sure-fire ticket to political irrelevance. I was surprised because I am aware of the personal bias created through one's associations and thought that my own impressions might be contradicted by actual voter turn-out. However, not a single person who ran and openly subscribed to TP ideals was elected - even though some of them outspent other candidates during the campaign. The local news forums were full of negative condemnations from residents and there were very, very few endorsements to be found.
To me, that speaks volumes about the future of the TP.
Doubtful, maybe some due to them being suckered into believing what their grandparents tell them about the Tea Party, but their support is falling....but you keep believing it is on the rise.
I don't think it is. There are several TP supporters in my neck of the woods - not a whole lot as became clear when they held their last rally, but they are out there. They are also ALWAYS old.
I do NOT EVER meet younger voters who support the TP. Ever. By younger voters I mean anyone under 40/45. Through the bench, they tend to express negativity toward the movement, sometimes very strongly and there seems to be absolutely no chance in hell that they would join the TP. If they are in the late 20's, early 30's, they tend to be outright disgusted and oddly happy to share their disdain!

That's because you hang around with fellow mindless liberals.

When they get older, and realize how much government waste and overspending there is, many of them will join the TP.

Is that how it works for the democrats that are raised to be a victim.
Is this what happens when Peter actually confronts Paul?

Well, no. I live in the South. Here, EVERYONE is conservative. It's a feeble attempt at explaining something away. Like I said, I am aware of my own biases and the biased created by one's associations. That's not it...

I have my doubts. The TP takes social stances that seem to run counter to what young people believe "right," fair, and relevant. For many, there is no question that government waste and spending need to be curbed - that seems rather sensible. Most don't seem to be willing to pursue this at the expense of the social liberties of their fellow Americans. And that's where the TP is no longer a viable option.
