Romney would have been a vast improvement over the petulant child currently residing in the White House, but hardly "great" by any standards.
Presidents are shaped primarily by Congress. They have no control over what Congress enacts. If they find it egregious then they can veto it if it does not pass with a veto-proof majority. Otherwise they are stuck with what Congress enacts into law.
For example, I seriously doubt Bush (43) would ever have signed the Continuing Resolution that gave the US a $1.4 trillion deficit for the first time in US history in 2008, had it not passed Congress with a veto-proof majority.
Or Clinton, who signed the repeal of the Glass-Steagall Act of 1933 in 1999, had it not passed Congress with a veto-proof majority.
Or Bush (41), who lost in 1992 to Clinton over his "read my lips" pledge. It was a stupid pledge to make, considering Congress enacts the taxes and can raise or lower them despite the President's wishes.
Most Americans, indoctrinated by mainstream media, believe Presidents are all powerful. Able to enact laws as they see fit, as Obama has amply demonstrated in recent days. Very few Americans actually comprehend how their own government is suppose to function, and therefore frequently blame the wrong branch of government.
