...should Jindal run for Vitter's seat if Jindal doesn't run for President?
It would be an interesting swap. If Jindal doesn't want to run for President, and if he feels he can do some good as a Senator, I think he should run for Senate in 2016. He already has legislative experience, from when he represented Louisiana's 1st Congressional District from 2005 to 2008. Curiously, Vitter held that same seat from 1999 to 2005, and Steve Scalise holds that seat now (he's one of the more prominent Representatives).
Jindal has a background in health care administration. He was head of the LA state Dept of Health in the 90's, and then was advisor to Tommy Thompson, who headed HHS under W Bush.
With that background he would be very valuable in 2016 either as the nominee, the VP, or the head of HHS. There will come a time when it will not be enough for the GOP to throw stones at Obamacare. GOP will have to come up with alternative solutions.
They haven't so far, and the 6.5 years they were in charge between 2000 and 2006.5, they came up with nothing.
True, but the dynamic has changed after Obamacare. Also, many of the people from 2000-2006 are gone--W Bush of course, but also guys like Hastert, Trent Lott, etc. The 2000-2006 era was generally considered a disaster by conservatives. Spending went up faster than any time since LBJ. If we were to get an R prez, house, and senate in 2016, and they did the same thing as the 2000-2006 crew did, I would be convinced that it's time to go 3rd party.
