The Cold War is over and we should not see every International issue as the USA vs. the Soviet Union - Russia. Oh there is probably an element of that with sending Russian helicopters to Iraq. Putin is pretty smart and he probably does not mind increasing Russian influence in Iraq at the expense of the Americans and other countries.
But beyond that it simply makes sense for Russia to increase its foreign influence and trade. It also makes sense for Iraq. And for the Russians, selling military equipment is one of their bigger exports.
I am not so sure that Russia would want to "dilute" India's military power in the area. Russia right now is very friendly with China. Meanwhile, India has grown closer to the United States and her allies (notably Japan). But over the long run things can change and Russia would probably want to keep a India option open in case Russia-China relations declined. At the same time it makes sense for India to keep a Russian option open.
In other words, Russia like the old Soviet Union, is a natural ally of India since they have no border conflicts and share certain strategic concerns.
There is one other factor - Soviet equipment is far easier to operate and maintain than US. Everything from rifles to Jet fighters last longer and are easier to use.
Some people are using AK-47s that are 40+ years old.

The issue is?
Are you against the freedom of countries to choose who to purchase their arms from? I thought the US was all about freedom of choice., free market, capitalism, etc.
Russian arms are lower in cost, and often do not come with the numerous strings attached such as American arms do. Also, a lot of US arm sales are in the form of military aid, versus outright purchases.
Russia is a large supplier of arms to India; the US is the one sending billions of dollars worth of military aid to Pakistan, which has been a subject of criticism from India.
