Why do you have such little faith in the California legislators who will craft the permit system?
Do you really think that criminals and crazy people will be issued permits to carry?
Why would they even bother with the permit? They carry now without any permit system don't they?

Irrelevant, there is an estimated 300 million weapons in the hands of private citizens and that is a conservative estimate. Anybody that wants to obtain a weapon can and will, that is not going to change so get used to it.

More guns "in circulation" doesn't mean more gun crime; the numbers just don't support it.
In 1990, 16,218 people out of a population of 249,464,396 were murdered with a gun.
In 2010, 8,775 people out of a population of 308,745,538 were murdered with a gun.
20 years + 60,000,000 people + at least 100,000,000 guns = 7743 FEWER ANNUAL HOMICIDES?

More to the point, when examining the actual criminality of those citizens who go through the concealed handgun permit process, they are the most law-abiding group of citizens anyone could ever hope to assemble.
Looking at Texas, which keeps meticulous records of crimes committed by its CHL holders, for 2012, (113KB pdf) the near 600,000 permit holders have a per-capita crime rate (for 126 crime categories, for crimes against the person or weapons offenses) of 20.54 / 100,000 (120 convictions out of 584,850 permit holders).
When held against a group like Bloomberg's Mayors Against Illegal Guns (MAIG) we see that the Illegal Mayors Against Guns are 91 times more criminal than Texas CHL holders (15 convictions out of 800 claimed members, -1875 / 100,000- Tony Mack being the most recent).
That's using old data, , since then, MAIG has has "issues" with its membership roles and has taken down its list of "member" mayors. There have been mayors who have renounced their membership or disputed being listed as a member (over 50 by this former member's account) and when that lower final membership number is posted (if ever) it will only widen that incredible gap.
Criminals and crazy people are not affected by laws. This means nothing to them.
