No, but the argument put forth by the Republican party is that there is a need to do so. There is no proof to back up their claims, there for, they are simply adding an extra burden on to those who are the poorest among us for political benefit.

I have a hard time believing that. Most states that have ID laws allow for free or very low cost to get ID's prior to elections. If it is the law and voting groups are afraid people won't have transportation to get a photo ID or resources to obtain birth certificates, then why not offer help to get the requisite documents in order to be eligible? They have done it for years with get-out-the-vote projects and voter registration.
How are these poor people able to live without the proper ID in the first place? Don't they need ID to get a job, cash a paycheck, open a bank account? It seems like MOST poor people probably already have ID, so the actual number of folks having a hard time with that is small enough that a get-out-the-vote project like this would be feasible. You make it seem like poor people are completely helpless, when I refuse to believe that.
And how come liberals are always saying there is no proof to back up claims of voter fraud? There are plenty of cases that do back up the claim.

What about the ACORN scandal a few years back, them filling in false information on voter registration cards? What about politicians in South Texas bringing people from Mexico to vote? Why do you think the phrase "Vote Early, Vote Often," actually came into the lexicon in Chicago? There are documented cases. I know they say it's a drop in the bucket, but when the country is so evenly divided and elections are won by so few votes it does matter.
Because people who dont drive dont need photo ID's.
for them to get one, they have to pay the cost of the ID, the cost of travel to the DMV and take off from work.
If voting is important to them and the law states one must have an ID to do so, then I would suppose they would do those things. Other countries require ID to vote. It's not an outlandish proposition.
