Not so much a message to Russia, but more an administration unhappy with her performance and recommendations. She was passed up for a promotion that everyone thought she'd get in 2022, and what's worse it's a guy in charge of the Asian sphere indicating the US will deprioritize Europe/Russia in the coming years.

After the election, expect a major push by the USA for Ukraine to accept territorial losses to Russia, and an end to the war. This resignation signifies a major strategic shift by the USA towards Ukraine.

She's married to Robert Kagan. One of the architects of the Project for a New American Century along with Kristol, Wolfowitz, Krauthammer, etc aka Neoconbolsheviks.

2 theories

1. She had a life long obsession to be become SoS, and she was passed over. Maybe she feels like she's at the end of her career.

2. Her pet project, Ukraine, is a failure. And the US maybe shifting from supporting Ukraine, and she was forced out or resigned because she realizes her project will be deprioritized.

Probably both and 2 proceeds 1.

Nuland has occupied importation positions in various administrations, including Clinton, Bush, Obama, and Biden. Curiously, she was absent in the Trump administration. Maybe that's the explanation for why there were less wars?
