What a strange comparison. A war of aggression that killed hundreds of thousands of innocent people, including over 4000 Americans, and Pres. Obama trying to overhaul a completely broken healthcare system that leads to the premature deaths of even more people than Bush's lie did.
Where is the lie that Bush said? Major combat operations were over in Iraq by May 1, 2003. Baghdad had been seized, and Saddam and his Baath Party were no longer in power. Furthermore, the USS Abraham Lincoln was ending its involvement in the Iraq War and was already returning to port in San Diego when Bush gave his speech. For them, the mission was truly accomplished.
As Bush said, we began mopping up the insurgents and rebuilding Iraq. Major combat operations were indeed over.

Yes, because President Bush staged an ostentatious landing on the deck of the aircraft carrier in full flight gear beneath a big self-congratulatory banner to celebrate the "mission accomplished" of the Lincoln returning to port. But Bush didn't say, "Now we begin the monumental task of mopping up and rebuilding what we destroyed. Oh, and by the way, that's going to take another eight years, billions of dollars, and thousands of additional U.S. casualities," now did he?
