Certainly "Uncle Tom" is a racist term, by definition. You're judging someone's behavior according to the color of his skin. That's the definition of racism. It's also dumb in that very few who use the term have actually read the book "Uncle Tom's Cabin."

He's right though. It's about as racist a term as RINO. It's a term to call out people who sell out principles for short-term gain, same as with "house negro" (although that one is really incorrect historically - Malcolm X should have done his research before popularizing it) And frankly, a black guy who gets angry about voting rights for black people, well, what can I say?
Now, it's not a term I use personally, but it's certainly not a racist term.
